CVE-2023-38146
vulnerability analysis and mitigation

Overview

Windows Themes Remote Code Execution Vulnerability (CVE-2023-38146) is a security flaw discovered in Windows 11 that affects versions 21H2 and 22H2. The vulnerability was disclosed on September 12, 2023, and received a high severity CVSS base score of 8.8 (NVD).

Technical details

The vulnerability is a Time-of-check Time-of-use (TOCTOU) race condition that occurs when Windows loads theme files. When an unpatched Windows 11 host loads a theme file referencing an msstyles file with PACKMEVERSION set to '999', it attempts to load an accompanying dll file ending in 'vrf.dll'. The system verifies the file's signature by opening it for reading before opening it for execution, creating a window of opportunity for exploitation (Rapid7).

Impact

This vulnerability could allow an attacker to execute arbitrary code on affected systems. The high CVSS score of 8.8 indicates that successful exploitation could lead to complete compromise of the target system's confidentiality, integrity, and availability (NVD).

Mitigation and workarounds

Microsoft has released security updates to address this vulnerability. The fixes are available through KB5030217 for Windows 11 21H2 and KB5030219 for Windows 11 22H2 (Rapid7).
