CVE-2025-32856
Telecontrol Server Basic vulnerability analysis and mitigation

Overview

A vulnerability has been identified in TeleControl Server Basic (All versions < V3.1.2.2). The affected application is vulnerable to SQL injection through the internally used 'LockBufferingSettings' method. This could allow an authenticated remote attacker to bypass authorization controls, to read from and write to the application's database and execute code with "NT AUTHORITY\NetworkService" permissions. The vulnerability was discovered and disclosed on April 16, 2025 (NVD, Siemens Advisory).

Technical details

The vulnerability is classified as an SQL Injection (CWE-89) that affects the TeleControl Server Basic application. It has been assigned a CVSS v3.1 Base Score of 8.8 (HIGH) with the vector string CVSS:3.1/AV:N/AC:L/PR:L/UI:N/S:U/C:H/I:H/A:H, and a CVSS v4.0 Base Score of 8.7 with the vector string CVSS:4.0/AV:N/AC:L/AT:N/PR:L/UI:N/VC:H/VI:H/VA:H/SC:N/SI:N/SA:N. The vulnerability specifically exists in the 'LockBufferingSettings' method, which fails to properly sanitize SQL inputs (Siemens Advisory).

Impact

A successful exploitation of this vulnerability could allow an attacker to bypass authorization controls, read from and write to the application's database, and execute code with "NT AUTHORITY\NetworkService" permissions. The attack requires the attacker to have network access to port 8000 on a system where a vulnerable version of the application is running (CISA Advisory).

Mitigation and workarounds

Siemens has released version V3.1.2.2 which addresses this vulnerability. As a workaround, organizations are advised to restrict access to port 8000 on affected systems to trusted IP addresses only. Additionally, Siemens recommends configuring the environment according to their operational guidelines for Industrial Security (Siemens Advisory).
